About the GOC examination

Which certificate is this, and who needs it?

The General Operator's Certificate is the unrestricted GMDSS qualification: it covers every sea area, A1 through A4, and therefore the satellite and long-range equipment that goes with them — Inmarsat terminals, MF/HF DSC, NBDP/SITOR. Deck officers on vessels trading beyond coastal waters hold it. If your vessel never leaves VHF coverage of a coast station, the ROC is the certificate you need instead.

What are the five subject areas?

Set out in ภาคผนวก จ of the NBTC notification: (1) general information, system overview and principles of communication; (2) FCC rules and regulations, DSC and alpha-numeric identities; (3) distress, urgency and safety traffic, survival craft equipment and SAR; (4) VHF-DSC equipment and Maritime Safety Information; (5) Inmarsat equipment and MF/HF equipment and communications. The fifth is by far the largest — 42 of the 100 syllabus topics and 150 of our 431 questions.

What score do I need?

Clause 19(1) of the notification requires at least 60% in every subject area, assessed separately. A strong overall average will not carry a weak subject — this is why practising by subject matters more here than practising at random, and why the fifth area deserves the most time.

Are the 50 questions and 60 minutes the official format?

No, and we would rather say so plainly. The notification fixes the 60%-per-subject threshold but publishes neither a question count nor a time limit. Fifty is the size of one draw in NBTC's own E-Practice system; sixty minutes is a working pace we chose. Treat the pass mark as official and the rest as a rehearsal setting.

Where do the questions come from?

From ข้อสอบกลาง — the central examination bank สำนักงาน กสทช. publishes openly through its E-Practice system at oss.nbtc.go.th. Question text, all four options and the answer key are reproduced exactly; we neither rewrite nor translate them. The examination itself is sat at an NBTC-approved training station, and GoExam has no connection to that process.

Sample questions with answers

  1. 1. What is the basic concept of GMDSS?

    • Shoreside authorities will rely on reports from nearby vessels to become aware of Distress alerts.
    • Shoreside authorities and vessels can assist in a coordinated SAR operation only after the correct chain of DSC relays takes place.
    • Answer: SAR authorities ashore can be alerted to a Distress situation & shipping in the vicinity can be requested to participate in SAR operations.
    • SAR authorities ashore wait to have EPIRB Distress alerts confirmed by satellite follow-on communications.

  3. 3. What is the responsibility of compulsory GMDSS vessels?

    • Answer: Every vessel must be able to perform communications functions essential for its own safety and the safety of other vessels.
    • Vessels must transmit a DSC distress relay upon receipt of a DSC distress alert.
    • Only the vessels closest to a Distress incident must render assistance.
