About the ROC examination

What does "restricted" actually restrict?

The certificate is valid for sea area A1 — the band of coastal water within VHF range of a shore station with continuous DSC watch. Within it you work VHF and VHF-DSC. Everything beyond, meaning Inmarsat, MF/HF DSC and NBDP, sits outside this certificate and outside this question bank. Officers going further offshore sit the GOC instead.

How much of this overlaps with the GOC bank?

A fair amount, but not as much as people assume: roughly 147 questions appear in both banks in some form, out of 232 here and 431 there. The shared ground is distress procedure, SART and EPIRB, and MSI. What the ROC bank does not touch at all is satellite and MF/HF work. Passing one is not evidence you would pass the other.

What are the three subject areas, and what score is needed?

From ภาคผนวก ฉ: (1) general information, system overview and FCC rules; (2) DSC and alpha-numeric identity systems with distress, urgency and safety traffic; (3) survival craft equipment and SAR, Maritime Safety Information, and VHF-DSC equipment. Clause 19(1) requires at least 60% in each of them separately — the third area alone carries 107 of the 232 questions.

Is your 50-question, 60-minute test the real format?

It is not. The 60%-per-subject pass mark is official; the question count and the clock are ours. Fifty matches one draw from NBTC's E-Practice system and sixty minutes is simply a sensible pace. We would rather flag this than let a practice convention look like a regulation.

Is this the official NBTC practice site?

No. The questions are NBTC's, published openly at oss.nbtc.go.th; the site you are on is independent and unaffiliated. Sit the examination through an NBTC-approved training station.

Sample questions with answers

12 sample questions from a bank of 232.

  1. 1. What is the basic concept of GMDSS?

    • Shoreside authorities will rely on reports from nearby vessels to become aware of Distress alerts.
    • Shoreside authorities and vessels can assist in a coordinated SAR operation only after the correct chain of DSC relays takes place.
    • Answer: SAR authorities ashore can be alerted to a Distress situation & shipping in the vicinity can be requested to participate in SAR operations.
    • SAR authorities ashore wait to have EPIRB Distress alerts confirmed by satellite follow-on communications.

  2. 2. GMDSS is primarily a system based on:

    • Ship-to-ship Distress communications using MF or HF radiotelephony.
    • VHF digital selective calling from ship to shore.
    • Distress, Urgency and Safety communications carried out by the use of narrow-band direct printing telegraphy.
    • Answer: The linking of search and rescue authorities ashore with shipping in the immediate vicinity of a ship in Distress or in need of assistance.

  3. 3. What is the responsibility of compulsory GMDSS vessels?

    • Answer: Every vessel must be able to perform communications functions essential for its own safety and the safety of other vessels.
    • Vessels must transmit a DSC distress relay upon receipt of a DSC distress alert.
    • Only the vessels closest to a Distress incident must render assistance.
    • Vessels must immediately acknowledge all DSC distress alerts.
